Moves one or more surveys into a survey folder, or out of any folder. Send up to 100 survey ids in
a single call. Use a folder_id of 0 to remove the surveys from whatever folder they are currently
in. Only the account that owns a survey can change its folder, and the destination must be a folder
in your account whose assignable field is true. Either every survey moves or none do: if any id is
rejected, nothing is written. Re-sending a request that has already been applied is safe and
reports the surveys as unchanged. Moving a survey does not count as editing it, so its
date_modified is left alone. When you are working through GET /surveys?folder_id=0 in batches,
re-request page 1 after each move rather than paging forwards - the filtered set shrinks as
surveys leave it, so walking pages 1, 2, 3... would skip roughly half of them.
